The April 2026 NDIS Cost Cutting Measures Explained

The federal government has recently announced sweeping changes to the National Disability Insurance Scheme. With goals to reduce overall spending and change eligibility requirements, headlines about cost cutting measures have understandably caused anxiety among participants, their families, and allied health professionals. Here is a clear breakdown of the facts, the timelines, and what you need to do to prepare.

What Exactly Was Announced?

On April 22 2026, the Health Minister detailed a comprehensive plan to bring the yearly growth of the scheme down to two percent until 2030. To achieve these savings, the government outlined several major shifts in how funding will be allocated and managed:

1. Capping Average Plan Sizes

The government intends to reduce the average participant plan from approximately thirty one thousand dollars down to twenty six thousand dollars. This reduction will largely target social and community participation budgets, returning them to 2023 funding levels.

2. Reducing Unscheduled Reassessments

To curb plan inflation, there will be much tighter criteria for unscheduled plan reassessments. These will now be limited to exceptional circumstances, meaning participants must carefully manage their allocated funds to ensure they last the entire plan duration.

3. A Target of 600,000 Participants

The scheme currently supports over 760,000 Australians. The government aims to lower this number to 600,000 over the next four years by tightening access for new applicants and transitioning those with higher functional capacity to state run foundational supports.

The Shift to Functional Capacity

Perhaps the most significant change is the removal of the medical diagnosis gateway. The scheme will no longer grant access based purely on a specific diagnosis list. Instead, eligibility will rely entirely on standardized evidence based assessments of a person's functional capacity.

This means the agency will look strictly at how much a disability impacts daily living. For occupational therapists and physiotherapists, this makes providing highly detailed, functional evidence more critical than ever. A strong report that clearly documents a participant's inability to perform everyday tasks safely will be the key to securing and protecting funding.

Alternative Community Supports: Participants who transition off the scheme will not be left without help. The government has announced an Inclusive Communities Fund and a new Thriving Kids program to provide state funded support for people with lower support needs.

The Timeline for Implementation

It is important to know that nothing is changing overnight. Following consultation with the disability sector, the rollout of the new framework planning tool has been delayed until April 1 2027.

This delay gives participants and their support networks a full year to gather the correct functional evidence before the new assessments begin. Changes to the boundaries between the NDIS and mainstream systems will fully apply to new applicants starting in January 2028.
